The federal government is in the process of implementing research security programs to protect federally funded research from foreign interference. Federal agencies are beginning to require that investigators complete annual research security training within the 12 months preceding the date a grant application is submitted. Completion of this training will be checked by OSP before proposal submission.

Who must take the training?

Principal investigators, co-investigators and individuals designated as key personnel on a grant application must take the training. These “covered individuals” contribute to the scientific development or execution of a project in a substantive, measurable way.

Additional personnel may be required to complete the training in the future.

When must training be completed?

Investigators must complete research security training within the 12 months preceding the date a grant application is submitted. 

Where can the training be completed?

Research compliance training is available on the Collaborative Institutional Training Initiative (CITI Program) website. The training will take approximately one hour to complete.

  1. Visit the CITI Program login
  2. Because UNCG utilizes Single-Sign-On, you will select “log-in through my organization.” You will type in University of North Carolina at Greensboro and select “continue to SSO Login / Instructions.”

  3. You will then choose whether to register a new account or log-in. If you already have a CITI account, you will select that option. If you do not have an account, you will select that option.
    • When you select that you already have an account, it will bring up a menu for you to fill with the username and password you created. Once you fill it out, it will affiliate your account with UNCG.
      • NOTE: If you are not affiliated with UNCG, please input 9 zeros when asked for your UNCG ID during the CITI registration process.
      • To transfer course credit between institutions, you will need to be affiliated with both institutions (your previous institution and your new institution). Follow the “Click here to affiliate with another institution” link on your Main Menu to add an affiliation.
      • When you are affiliated with both institutions, enroll in the courses that need to be transferred under both institutions, via the “View courses” link under the appropriate institution if necessary. You will need to enroll in the same stage of the course (Basic / Refresher) for a proper transfer to occur.
      • Once you are enrolled in the courses, any modules that are shared between the courses between institutions will have their credit transferred automatically. The transfer is based on each module’s unique ID number. If the courses do not match exactly, not all credit will transfer and you may need complete the difference in modules at your new institution to get full credit for a Completion Report.
      • Each institution determines the time frame in which modules are transferable. This time frame can span any time between 1 and 10 years. Some institutions opt out of this option and do not allow modules to transfer.
    • When you select that you do not have an account, it will bring up a blue button that says “Create a new CITI program account.” It will then bring up a new page that allows you to select security questions and a secondary email address.
  4. Once logged in, click the “My Courses Tab”, then “View Courses” next to “University of North Carolina at Greensboro Courses”

  5. Once on the courses page, click “Add a Course” at the bottom of the page

  6. Click “Not at this time” to the free courses on COVID-19 research, unless it relates to your study
  7. Click “Research Security”
  8. Click “Next”
  9. Click “Research Security Training (Combined Course)”
  10. Click “Next”
  11. The “Research Security (Combined Course)” will be loaded under the “Active Courses” list on your CITI main menu page

Federal guidance for funding agencies

National Security Presidential Memo 33 (NSPM33) was issued in January 2021. The memo directs agencies to focus on improving research security in several areas, including research security programs at research institutions.

The National Science and Technology Council of the Office of Science and Technology Policy (OSTP) released guidance for implementing NSPM33 on Jan. 4, 2022. The document provides agencies with guidance on implementing research training programs. The Council on Government Relations has provided an overview of the July 2024 OSTP “Guidelines for Research Security Programs at Covered Institutions.

The Chips and Science Act is legislation that was signed into law in August 2022. The legislation includes authorization for funding in the area of semiconductors. In addition, the act also has many research security provisions, including training requirements. The Association of American Universities has provided a summary of those research security provisions.

The Department of Energy training requirements are articulated in Financial Assistance Letter No. FAL 2025-02.

The National Science Foundation training requirements are articulated on their Research Security Training website, which includes helpful answers to frequently asked questions.
